‘This is the future’: Park Circle’s inclusive playground for kids of all abilities

NORTH CHARLESTON — A playground gives kids a sense of freedom. It’s a place to overcome fears by sliding down the tallest slide, socialize with friends at the top of the jungle gym and soar to new heights on the swings.

But for children with disabilities, playgrounds can be a place of isolation and frustration.

“When you go to the playground, that’s when you really see that your child is different,” said Layla Luna, whose 15-year-old son has autism. It is absolutely heartbreaking when your kid is on the side and all the other kids are playing.”

The City of North Charleston’s new inclusive playground in the center of Park Circle — opening to the public Nov. 11 — is meant to be a place where all children find common ground.

“It’s about making the world — our little world called North Charleston — appreciate everybody and give them the dignity that they deserve,” Mayor Keith Summey said.

The grand opening event starts at 10 a.m. with a ribbon-cutting.

Among the largest of its kind in the country, the 55,000-square-foot playground includes elements that children of all abilities can interact with.

Instead of having accessible playground equipment in a different area, the goal here is for all children to play together, Summey said.

Ordinary swings are interspersed with accessible swings that have plastic seats and sturdy harnesses. Among the various plastic slides are several stainless steel ones so children with cochlear implants do not have to worry about static disruption.

The playground is one part of the $20 million Park Circle renovation project that includes an inclusive baseball field, farmers market pavilion, community building and green space all packed into the center of the big roundabout.

The community building replaced the Felix C. Davis Community Center that hosted meetings, reunions and high school dances since the World War II era. This new center will provide the same community benefits thanks to its flexible indoor-outdoor event space, said Summey. It will also house the art facilities that are currently in the city hall building.

The project, located in a tax increment financing district, was funded by money generated through a bond sale, The Post and Courier previously reported. The city will rely on increased property tax revenues in the Park Circle district to pay the debt.

The TIF will produce an additional $25 million for the North Charleston Sports Complex, under construction down the road on Monitor Street.

TJ Rostin, the city’s recreation director, said the one element that makes the Park Circle playground inclusive is the rubber surfacing.

This material better accommodates wheelchairs compared to wood chips or sand, making it easier for children to access the playground, and for parents or caretakers who use walking devices. Plus, it’s beneficial for people with autism; Luna said her son would often throw or try to eat the sand at other playgrounds.

Given the intensity of Lowcountry summers, nearly 85 percent of the playground is shaded, Rostin said. These canopy shades provide relief for parents and help people with autism who have trouble regulating body temperature. Additionally, the park features a section with water misters for extra cooling.

For children in wheelchairs, the playground equipment includes several “transfer stations” that allow a caretaker to help the child out of the wheelchair so they can navigate the platforms and slides. The park includes a wheelchair charging station next to a set of games for children to play while waiting.

Lowcountry government offices announce closures due to severe weather threat

LOWCOUNTRY, S.C. (WCIV) — Government offices in the Lowcountry will be closed Tuesday due to the threat of severe weather.Berkeley CountyAll Berkeley County offices - including the Berkeley Animal Center, Cypress Gardens, the courthouse, all library branches, the landfill, and all convenience centers - will be closed all day. LOWCOUNTRY, S.C. (WCIV) — Government offices in the Lowcountry will be closed Tuesday due to the threat of severe weather.

Berkeley County

All Berkeley County offices - including the Berkeley Animal Center, Cypress Gardens, the courthouse, all library branches, the landfill, and all convenience centers - will be closed all day. The Magistrate Court will hold one session of bond court at 9 a.m.

The offices are all expected to reopen with normal business hours on Wednesday.

Charleston County

Charleston County government offices, the judicial center and courthouses, convenience centers, and the Bees Ferry Landfill, along with all library branches and offices, will be closed all day. Book drops will also be closed.

Parks and facilities will be closed and all programs are canceled. The Campground at James Island will remain open for registered guests. Parks are expected to reopen on Wednesday.

Bond court hearings will be held at 10 a.m. on Tuesday, while the remaining sessions have been canceled. The opioid treatment program will be operate as normal from 6 a.m. to 1 p.m.; outpatient services will be closed.

The County Council's Tuesday meeting and public hearings have been rescheduled for Thursday. The treasure / auditor office will have extended hours on Monday, Wednesday, and Thursday due to the Tuesday closure. There will be no curbside recycling collections on Tuesday and those who normally receive recycling services on Tuesdays will be serviced on Saturday.

The lobby and sex offender registry office of the Charleston County Sheriff's Office (CCSO) will be closed on Tuesday. The lobby of the Sheriff Al Cannon Detention Center will remain open, with the exception of fingerprinting.

City of Charleston

All city offices will be closed. Trash pickup will be delayed by one day. All recreation activities are canceled.

The Tuesday City Council and Real Estate, Ways and Means meetings have been rescheduled to Wednesday.

The following downtown parking garages will be open for residents from 7 p.m. on Monday to 8 a.m. on Wednesday:

Dorchester County

Dorchester County administrative offices, courts, parks, and public libraries will be closed all day. Convenience sites will close at 11 a.m.

The county plans to reopen all parks on Wednesday and all convenience sites on Thursday, pending conditions. Convenience sites are normally closed Wednesdays.

Georgetown County

Georgetown County offices and facilities will be closed. The County Council meeting will take place virtually.

Mount Pleasant

Mount Pleasant Town Hall and town facilities, including recreation facilities, will close at noon. The administrative offices are expected to reopen on Wednesday.

The morning municipal court will held as scheduled. The Town Council's Tuesday meeting will be rescheduled to Wednesday. Waste management collections scheduled for Tuesday through Thursday will be delayed by one day.
