FOLLY BEACH, S.C. (WCIV) — A beautiful day of beach-goings went on Thursday following a night of rising tides on Folly Beach. While those beachgoers were busy having fun Folly leaders were busy uncovering a sad truth about Tropical Storm Idalia's impact: Sand on the beach could become a dwindling commodity.

“This is actually the worst erosion we’ve seen since the passage of Hurricane Matthew back in 2016," said Nicole Elko, the Coastal Consultant for the City of Folly Beach.

Wednesday night's unusually high tide was a challenge for the beach.

“So we are five years since our last renourishment. So, we weren't very prepared going into this hurricane season with sand on the beach," said Elko.

Idalia's impact caused up to 15 feet of dune loss in some spots. Even higher numbers in others. With three months left in Hurricane Season, Folly could see even more erosion before the next renourishment happens.

Elko tells us, “We won't have any sand on the beach for Hurricane season and we will be extremely vulnerable for the next month or two.”

Efforts are underway to work with the Army Corps of Engineers to hopefully speed up the renourishment timeline. The work could start in the Winter or as late as March 24.

With an Emergency Declaration approved by President Joe Biden on Thursday, the Army Corps of Engineers could go in and help local spots like Folly Beach impacted by Idalia.

Jeff Livasy, the Chief of Civil Works for the Corps Charleston branch, said "What we anticipate doing from this event is looking at the storm damage and then we will be asking if we can basically, incorporate that into our ongoing activities and say, 'okay, we anticipated, you know, a set number or, you know, so many cubic yards of loss from Hurricane Ian.

"We now quantify that we got a little bit more from this hurricane are we eligible for the funding from last year or can we get additional funding and just keep the same efforts going but at an increased quantity."

Meanwhile, a number of folks were enjoying the change in weather over the 24-hour span. Some families and even beach-goers going solo were busy using metal detectors searching for "treasures." More importantly was just the chance to enjoy a great day of surf and sand regardless of the erosion status.

“It’s the perfect day. Like I don’t think we’ve had a better day this entire summer. It’s still catchable waves and it’s like 70 degrees all day," said surfer Georgia Myrick

FOLLY BEACH, S.C. (WCIV) — The Folly Beach coastline is finally getting some much-needed relief after taking a beating from Mother Nature in 2023.

Hurricanes, tropical storms and king tides all took their toll on the popular public beaches.

Friday, the Army Corps of Engineers announced they will soon begin the much-anticipated beach renourishment project.

"You could go sit on with a slow tide, come back when it's high tide, you won't see that beach today," said Folly Beach Mayor Tim Goodwin.

Erosion is a never-ending problem on Folly Beach, which is why this project is so big.

"We're looking to place about 1.2 million cubic yards of sand on the beach, and that's equivalent to about 120,000 dump trucks at a cost of around $18 million," said Wes Wilson, project manager with the Army Corps of Engineers, Charleston District.

"The contractor, depending on how much sand they need to place in each section, typically is in a 500-foot section between two and five days. So areas of the beach that are more eroded they typically spend more time in it," said Goodwin.

With the Army Corps of Engineers picking up the check, Folly Beach leaders can save their money.

"That leaves our beach reserve, but money intact, and we add to that every year. So, every year, we make sure that we have a reserve of money for the day when we have to pay our 15% or 10%," said Goodwin.

That reserve fund is often needed for smaller projects. Many times it's not just the big storms that are the issue.

"The hurricane that comes in and hangs offshore for a day or two and just beats and beats the beach and erodes it. Or Northeasterns that come in and hang around for a day or two that do the same thing, causing a lot of erosion. So this, this money we save this time is in the pot for repairing the beach of neck-to-neck storms or the storms after that," said Goodwin.

"Beach renourishment is a short-term inconvenience for a long-term benefit. And as we do add sand onto the beach, it provides that sense of security for the island for that next big storm," adds Wilson.

For a popular coastline that's suffered some of its worst damage since 2016, it's a welcome fix to get the beach back to normal.

"By building it back up, building the dunes up, extending the beach out, it gives us more area for people to come to enjoy the beach," said Goodwin.

The Army Corps must finish the Bird Cay project on Folly by March 15th. Soon after, they will begin work on the Folly beaches at large. That work will run from March until August.

FOLLY BEACH, S.C. (WCSC) – A collaboration between the U.S. Army Corps of Engineers and Folly Beach with hopes of repairing beaches in the area after storms created erosion is beginning within the month.

The Folly Beach renourishment project was announced back in January with the price tag of $18 million to protect future coastal storm damage, dredge the Folly River and place material on Bird Key.

Officials with the U.S. Army Corps of Engineers announced Friday that the project will begin within the month and be completed before the 2024 peak hurricane season.

“The nor’easter did increase the erosion on the island; so at the end of the day, when we design the project, we had to increase our quantities,” Army Corps of Engineers Project Manager Wes Wilson says. “The last time that we did a Folly Beach renourishment project of this scale was in 2018 due to impacts from Hurricane Matthew and Hurricane Irma. That was a similar project and scope, scale and complexity.”

The project was awarded to Gator Dredging which will place 1.3 million cubic yards of sand on the beach. The amount is equivalent to 130,000 dump trucks.

“The contractor, depending on how much sand they need to place in each section, typically is in a 500-foot section between two and five days. Areas of the beach that are more eroded, they’re typically spend more time in it, but areas that look kind of healthy from an erosion standpoint, they’ll move pretty fast through,” Wilson says.

Folly Beach Mayor Tim Goodwin said the beach needs to be built back up so tourists and locals can enjoy the entire beach.

“It’s very important. Every beach renourishment is very important from the standpoint of it protects the infrastructure of the beach, it protects the homes and protects the roadways,” Goodwin says. “The real importance of it is to build up a system for protection from storms.”

The project is completely funded by the Corps of Engineers, removing the burden of paying for the renourishment from Folly Beach.

“That money would go to beach renourishment, scraping or placing sand,” Goodwin says. “This money, we say this time, is in the pot for repairing the beach of the next storm and the storms after that.”

“Safety is one of our primary concerns on the project. We encourage folks to do avoid the sections that are closed during the active construction,” Wilson says.

Every single room at Tides Folly Beach comes with an ocean view. Where to Relax

The island's six miles of beachfront are its main attraction, and it'd be easy to while away a week with no plans beyond putting your toes in the sand. Spend a day shelling, sunning, surfing, or searching for shark teeth. Enjoy oceanfront views while lunching at BLU Beach Bar and Grill. At the northern end of Folly Beach, the Morris Island Lighthouse provides a stunning backdrop from the shore. Get a closer look from the Lighthouse Inlet Heritage Preserve or via kayak. Several guided tours leave from Folly Beach to visit Morris Island for shelling, photography, and lighthouse history. The historic lighthouse is not open for viewing. How close you can get to the lighthouse depends on the tides.

For those looking to build an action-packed itinerary, there are plenty of activities that highlight the destination's natural beauty: Book a guided kayak tour or rent a stand-up paddleboard to explore the tidal creeks; stop by McKevlin's Surf Shop, South Carolina's oldest surfing outfitter, before catching some of the area's best waves at The Washout; and plan to make a trip with your fishing poles to check out the beloved Folly Beach Pier that has reopened after extensive renovations.

FOLLY BEACH, S.C. (WCSC) - The city of Folly Beach revisited its short-term rental ordinance, with its first reading before the council at Tuesday’s meeting.

This time last year, the city voted to cap rentals like condos and Airbnbs to 800 across the island, but some residents still have concerns.

Residents are divided about the ordinance.

Some are still concerned about the rental cap affecting potential investments while others approve of the cap and feel it prevents disruptive renters.

During the work session the council clarified the language as far as how many nights a property can be rented for, waitlist and rental license requirements, and adding definitions to the ordinance to give it more structure.

What did not change was the cap of 800 for short-term rentals.

“This is an ordinance, and it’s like all ordinances everywhere. It never goes away, it’s always there. It can be amended many, many times going forward,” Folly Beach Mayor Tim Goodwin said. “As time goes on, and you see where you are and you say okay, well, A is not really where you want to be. We want to be over here at C. So, you can make an amendment to get you where you need to be.”

Last year more than 1,200 people turned out to vote for or against the short-term rental cap. Ultimately, 655 residents voted for the cap and 577 against it.

Folly Beach Mayor Tim Goodwin was among those who voted for the cap.

It will take several years for current short-term rentals to dwindle down to 800 from either people selling their property or no longer renewing their licenses.

“We’re trying to create a balance, and this is a compromise so everybody is not happy as you heard some of the council people alluded to that tonight,” Goodwin said. “Give a little take a little. Nobody’s going to be completely happy with what you’re doing, but that’s what happens and in politics that’s probably the best place you can be.”

There will be a second reading next Tuesday to discuss any further amendments.
